In the year 1957 E M S Namboodiripad created history by leading his Communist party to victory in the Kerala state elections. He was the first non Congress leader to achieve this victory and therefore the first communist leader to organize an elected state government. E M S Namboodiripad was sworn in as the chief minister of Kerala on April 5, 1957.

LAND REFOMS  ORDINANCE

The land reform ordinance was the most popular policies introduced by the E M S Namboodiripad government in Kerala. However, Namboodiripad had to vacate office in the year 1959 after the central government invoked Article 356 of the Indian constitution, dissolving the Kerala state legislature and imposing the federal rule in Kerala.

EDUCATION BILL

The the education bill was one among  most popular policies introduced by the E M S Namboodiripad government in Kerala.  This gave the field of education a strong base which in turn helped the spread of literacy in the State of Kerala.
The Education Bill irritated some of the managers of educational istitutions. the started agitation against against the government, creating Law and Order very worst in the state.
EMS and his government tried its best to control the agitation. However, Namboodiripad had to vacate office in the year 1959 after the central government invoked Article 356 of the Indian constitution, dissolving the Kerala state legislature and imposing the federal rule in Kerala.

DECENTRALLISATION OF
POWER & RESOURSES

E M S Namboodiripad became the chief minister of Kerala for the second time in the year 1967 after a coalition of seven political parties, including the Communist party and the Muslim League, won by a majority in the state elections. E M S Namboodiripad remained in office for the next two and a half years. E M S Namboodiripad was the leader of the opposition party in the Kerala Legislative Assembly for two terms. The first term extended from 1960 to 1964 and the second term was from the years 1970 to 1977.

The decentralization of power and resources in the state  was the chief aim of E M S Namboodiripad throughout his stint as a politician in the Kerala state government.

SPREAD OF LITERACY

The  power and the resources  in the state  are decentralized . The salary of teachers of Schools and College in the state were paid from the state treasury. This made a security feeling in teachers and managers of all educational institutions. But the introduction of Education Bill made some school managers the enemies of the government. they started an agitation against the Bill as a result of which EMS ministry had to vacate the Office.

The introduction of Education bill and passing of Kerala Educational Act and Rules created a wide spread interest and enthusiasm in the educational field. The helped in the establishment of schools and colleges in the state causing the spread of literacy.

Shri E.M.S. Namboodirippad, popularly known as EMS, holds pride of place as the first Chief Minister of unified Kerala. A staunch and committed socialist, historian and Marxist theorist, he had the rare distinction of having led to power, through the ballot, the first democratically elected Communist government in the world.

Shri EMS was born on June 14, 1909 in Perinthalmanna taluk of Malappuram district. His father was Shri Parameswaran Namboodirippad, whom he lost in the early years of his life. His mother, Smt. Vishnudatta Antharjanam, played a vital role in his life and deeply influenced him. Even though his formal education started very late, he studied Sanskrit, the Vedas and the Upanishads with the help of a tutor at home.
